Becca Salsbury Named General Counsel of USM Foundation

The University System of Maryland (USM) Foundation’s President and CEO Leonard Raley announced today that after a nationwide search, Rebecca Salsbury has been named General Counsel. Salsbury comes to the USM Foundation after almost eight years working as assistant attorney general within the Higher Education Division at the Maryland Office of the Attorney General. She is succeeding Ralph Partlow, who is retiring as General Counsel on June 30.

As assistant attorney general within the Higher Education Division; which represents Maryland’s public higher education institutions, the University System of Maryland, and the Historic St. Mary’s City Commission; Salsbury provided advice and counsel on real estate, procurement matters and compliance, and financing. Additionally, Salsbury worked closely with the USM’s Administration and Finance Department to review and revise policies and procedures related to real estate and procurement. As assistant attorney general, Salsbury also gained experience advising boards on compliance issues, reviewing employment agreements and personnel matters, and assisting organizations in navigating their relationships with their affiliated foundations. She brings with her years of expertise on federal and state laws governing higher education, ethical conflicts, intellectual property issues, personnel and employment issues, board compliance issues, and more.

Prior to serving as assistant attorney general, Salsbury served as an associate at the Baltimore-based law firm, Gallagher Evelius & Jones, LLP. In her initial role as a litigator, she assisted clients in complex business disputes in state and federal courts, and eventually transitioned into the real estate transactions group at the firm where she represented clients in multifaceted real estate transactions.

Salsbury earned a J.D. from the University of Maryland Francis King Carey School of Law and a B.A. in psychology from the University of Delaware. In 2018, she was the recipient of The Maryland Daily Record’s Leading Women award. Rebecca is currently a member of the Planned Parenthood of Maryland Board and the Parent Teacher Organization at Francis Scott Key Elementary and Middle School in Baltimore City and has served as a board member at The Women’s Law Center of Maryland.
