Edna Primrose

Founder and President Differenza

Edna Primrose is the Founder and President of Differenza, LLC. She has over 20 years of executive expertise, leading comprehensive programs in organizational management, workforce development, and community development in the public and private sectors. During her 10-year tenure as a Federal Senior Executive, she served in administrator and chief operating officer positions in the U.S. Departments of Agriculture and Labor for multi-billion-dollar programs in youth education and training, water infrastructure for rural communities, public-private partnerships, and administrative operations. In the private sector, Ms. Primrose has managed complex programs that include education and workforce development initiatives, leadership and organizational structures for growing companies, contract and grant management, strategic planning, and policy initiatives. Her private and non-profit work includes the International Union of Operating Engineers; Adams and Associates, Inc.; Aspen Institute Education and Society Program; Executive Coaching & Consulting Associates; and Maryland Apprenticeship Connector. Ms. Primrose is a recipient of The Daily Record’s “Maryland’s Top 100 Women” Award and Harvard Kennedy School of Government Public Leadership Executive Certificate.

Ms. Primrose received her B.A. Degree in Business Administration from Towson University, where she now serves as President of the TU Foundation Board of Directors and a member of the College of Business and Economics Advisory Board. She was inducted into the Beta Gamma Sigma International Honor Society as a TU Distinguished Professional. She also created the Primrose-Better Scholarship to benefit TU students with financial need from Prince George’s County, MD. She is a member of Delta Sigma Theta Sorority, Inc., which she joined at TU.

Ms. Primrose is passionate about incorporating lifelong learning, growing leaders, creating community, and cultivating lasting impact in her consultancies and civic engagement. She is also active on environmental boards promoting water access and equity for communities as well as environmental stewardship.
