Mary E. Clapsaddle

Director of Government Relations Frostburg State University

Ms. Clapsaddle is a 25-year veteran of Annapolis and Maryland State Government. She began her Annapolis career with the Department of Legislative Services in 1994, as a legislative analyst, advising the General Assembly’s budget committees regarding actions to the Governor’s budget. After stints at the Maryland Department of Business and Economic Development (now Commerce) as Director of Policy Development and the Maryland State Department of Education as Assistant Superintendent for Business Services, she returned to DLS as a legislative manager, supervising a group of budget analysts and working closely with leadership on their overall budget package. Mary’s policy focus over this career has been on economic and community development; k-12 and higher education; and health and human services. Mary is currently the Director of Government Relations at Frostburg State University, following nearly five years as Director of State Affairs for the Johns Hopkins University and Medicine. Mary holds a Masters of Regional Planning from the University of North Carolina at Chapel Hill and a Bachelor of Arts from Frostburg State University.
